How can voters be undecided?

We hear on a regular basis that the Bush and Kerry campaigns are courting the “undecided voter.” Who are these people and why are they having such difficulty making up their minds?

If they had any doubts about George Bush’s handling of Iraq, the economy and the environment, the past two presidential debates should have made clear Bush has no answers for the problems he’s created. Bush’s Orwellian sound-bites are no match for John Kerry, who is at every turn the more knowledgeable, thoughtful and articulate candidate.

It seems like an easy decision to me.
