Kevin began serving as a volunteer in 1978, when he joined the Issaquah Fire Department. Shortly thereafter, Kevin joined King County Fire District 10 responding out of Station 101 located in downtown Issaquah. In 1987, Kevin moved to the North Bend area, where he served as a volunteer for six years.

Making his way back to the Issaquah area, Kevin rejoined King County Fire District 10, now known as Eastside Fire and Rescue. He was promoted to Volunteer Lieutenant in 1994 and has been part of the volunteer leadership in Sammamish.

Refvem’s family history goes back several generations with his father serving as a King County Fire District 10 Fire Commissioner in the 1980s. Kevin and his spouse of 26 years, Ti, raised their three children, Heather, Michael and Lindsey in the Valley as well.
