Don’t Leave Dobbin Unhitched

Twenty-five years ago in July the council of the

town of Snoqualmie passes its first ordinance, which

fixed the time and place of regular meetings of the

council and thereby started a string of town laws that

have multiplied through the years and covered

everything from dog licenses to local improvements and

granting of licenses to sell liquor.

Ordinance No. 1 fixed the meetings of the

council for the schoolhouse on Monday and Friday of

each week and was passed July 17, 1903. James

Strouf signed the ordinance as mayor and Harry Rankin

as clerk.

The town marshal was authorized to receive

a salary of $46 monthly and would assume the duties

of sidewalk, street, sewer and building inspector,

pound master, guardian of the peace, health officer,

tax collector, public prosecutor, charge of the

prison, prisoners and chain gang, and if he had any time

left from these duties, he might sleep and eat, according

to our Ordinance No. 4, passed July 10, 1903.

Every able-bodied male person between the

ages of 21 and 50 is liable for a $2 street poll tax. This

may be paid in cash or in work on the streets for two

days each year.

It costs not less than $5 to fight, $10 to carry

a concealed weapon, $25 for drunkenness, $1 to riot,

$1 to loaf as a vagrant, $5 to commit mayhem, $10

to gamble at Faro, Monte, Consequend, Rouge et

noir, Rondo, Keno, E. O. Roulette wheel or shuffle

board. $5 for indecent exposure, $25 for cruelty to

dumb animals, $5 for explosion of firearms, $5 for

driving horses, mules or oxen at a speed greater than six

miles per hour, $1 for not leaving Dobbin securely tied

up, $5 for frightening a horse or mule, $5 for

throwing broken glass on streets or sidewalks, $25 for

riding, leading or driving an animal on the sidewalk, in

the Town of Snoqualmie.

Other ordinances provide that:

All male persons imprisoned in the town

prison shall labor on the streets or public works.

Any person keeping dogs in the Town of Snoqualmie shall pay a license of $2 for female

and $1 for male dogs.

Giving away or selling liquor, wholesale or

retail, illegal unless under license of $600 a year.

The marshal shall get $1 for each arrest, 25

cents for each dog license, $1 for each dog impounded

and 20 percent of each show and peddler license.

Any owner of a building used for stable

purposes must keep such building clean and sanitary.

It is unlawful for any cattle or horses to wear

bells within the town of Snoqualmie between the hours of

9 p.m. and 6 a.m.

It is unlawful to tie, or stake any animals

for grazing in the public streets.

All chickens, ducks, geese, etc. are prohibited

from running at large.

No person under the age of 18 years be

permitted to enter or remain in any room wherein are

being conducted billiard, pool, card or gaming tables.

It is unlawful to operate a motor vehicle at a

speed greater than 12 miles per hour at street crossings.
