Valley man charged with child rape

FALL CITY - A Fall City man who was not publicly listed as a sex offender could go to jail for the rest of his life under a state law if he is convicted of molesting a Redmond child.

Joseph Yuskoff, 40, was arrested on Nov. 18 last year at his home on 326th Place Southeast in Fall City. He was later charged with two counts of child molestation and one count of child rape and placed under $500,000 bail. He pleaded not guilty to all charges.

According to documents filed with the county prosecutor's office, a minor living in Redmond approached her parents last August about Yuskoff, who was a family friend. At one time Yuskoff lived near the family, but had lived in Fall City since 2001. The child told her parents that Yuskoff had been molesting her for the past five to six years. She had not told anybody out of fear, but decided to come forward because she was afraid of the abuse becoming worse as she got older.

The girl's parents contacted King County Sheriff's officials the following day and the girl gave a statement in September about the abuse. According to the girl, Yuskoff would touch and fondle her at his apartment in Redmond and during camping trips the two went on alone. He also asked her to look at a pornographic magazine on at least one occasion. Yuskoff also allegedly told the girl not to tell anyone about their activities or he would go to jail.

No charges have been filed against Yuskoff regarding any other child except the Redmond girl.

Neighbors in Fall City would not have been told about Yuskoff moving into the neighborhood since he was, at the time, only a Level 1 sex offender. In 1988, Yuskoff was convicted of child molestation and statutory rape. Only Level 2 and 3 sex offenders are publicly registered.

King County Sheriff's Office spokesman John Urquhart said that Level 1 sex offenders are considered to be a low risk to reoffend, while Level 2 offenders are likely to re-offend and Level 3 offenders are considered highly likely to re-offend.

After he was arrested in Fall City, Yuskoff's name was posted in December as a Level 3 sex offender on the King County Web site for sexual offenders (

Urquhart said the sheriff's office would welcome information regarding Yuskoff during his time in Redmond and Fall City.

Yuskoff's trial is set for March 21. If convicted of any of the charges, he could get a life sentence under the state's three strikes law, which dictates a life sentence for those who commit three felonies, and two strikes sexual crime law, which dictates a life sentence for those who commit two sexual crimes. Yuskoff was convicted of robbery in 1985 and of the sexual assault charges in 1988.
