Raging River residents consider FEMA flood land buyout

In his 17-plus years of living on the Raging River, Preston resident Larry Waring has learned it can live up to its name.
When he first moved to the river, Waring figured "Raging" was just a name. Since then, though, he's been through two, 100-year floods, in 1990 and in last November's deluge.
A 100-year flood is the maximum flood expected to occur on average once every 100 years.
"I found out what rivers are all about," said Waring. In 1990, debris piled up on a nearby low bridge until the river diverted it onto his property. Waring's 30 feet of front yard was submerged, and he could walk out on his deck and look straight down into water.
