North Bend Mayor Ken Hearing presents Eagle Scout Carter Howell with a certificate of appreciation for his landscaping project, the City Monument Rock on North Bend Way. Howell told the City Council at its regular May 20 meeting that he spent about six months preparing the project, including soliciting donations of plants and stone. About 20 people helped out on installation day.
